Well, you want to visit him and see how he is doing and what you can do for him. You need to determine if he is going to be in the jail for a while (meaning until he goes to court), if that is the case he will need a bigger amount of money to start off with, about $80 for the first week, that will get them fully stocked with shampoo, soap, towel, shower shoes, and so on. I know you will say they give towels, but they are the size of a tea towel and less absorbant. The soap they give you will dry your skin out and so on. After the first week, about $20 a week will should get them comfortably by.

Yes you can: www.accesscorrections.com
or if you don't want to go online you can call 866-345-1884 and use a credit card or a debit card. If neither of those solutions work for you and you can't get to the jail, you can mail the inmate a letter and enclose a money order with the inmate's DOC number on it and it will be credited to their account.

Yes, you will need the inmate's DOC#, the jail will not provide this to you, you will need to get it from the inmate, which will be put on every letter to the inmate, the format should be:
ALLEGHENY COUNTY JAIL
"Inmate's name"
DOC #(Inmate's Doc number"
950 SECOND AVENUE
PITTSBURGH, PA 15219

On a side note photos are allowed too, but no more than 5 in a letter at a time. Do not mail books or magazines, they will need to come directly from a publisher, the only exception would be if you ordered it from like Amazon.com or Barnes and Nobels.com (internet book retailer). If you are not sure talk to a counselor at the jail.

They will need to go through, Improcessing, Intake, and Classification (leave the shoe). This could take anywhere from 1 to 2 weeks. This could take less and it could take longer depending on the inmate's individual circumstances and the jail's processing times.

Yes, but you have to contact the warden and obtain permission. But yes, he should do it for you.

Probably the best person to talk to would be the guidance counselor for the floor and pod the inmate is in. Conselor's have both emails and phone numbers, if they can't do what you request, then they may suggest someone who could.

Is their any special meal or snack at Thanksgiving and Christmas?

For both Thanksgiving and Christmas, the special meal would be for the lunch, and the only things special about them would be that you would get real turkey (not soybean based with various other fillers) and the dessert on the tray will be of a little better quality and difference (like pumkin pie for thanksgiving) this would be compared to the normal desert menu, which is two small vanilla cream filled sandwich cookies (like an oreo, but smaller and lesser quality), or a peice of cake (mostly vanilla) sometimes there is a little icing on top, or apple sauce, or apples, or apple crisp (apples with a brown sugar and flour crisp mixed in). Portions from tray to tray vary greatly, but in any case it is usually never enough, either in quantity or quality. Wayne Markham is the person in charge of Canteen Services who provides for the jail. Having experinced the food service there for a lengthy stay I can tell you first hand that the food service needs correcting.
***They want to call it a Prison and not a jail, but don't meet Prison requirements.
***As I said, the portions can be significantly different from to the next tray (ex. first tray might have a nice size peice of cake and the next a very small peice that has been turned upside down and smashed).
***They jail uses food as a form of payment for their workers (an extra tray each meal), for the ones who can not become workers, oh well.
***There are other things, but I will leave it at this for now.
