Can inmates use calling card if sent one

Until now the only way to use the phone system was to call collect or establish an account, which you put increments of $50 on it with the numbers you wish to access. Two things about this is that it can only be set up and administered by someone on the outside and when you call someone, they still have to accept the call, although there are no charges.
GOOD NEWS, the jail is implementing a calling card system that inmates will be able to buy unique calling cards on commissary (DO NOT SEND CALLING CARDS), only the ones on commissary at the jail will work and inmates will be allowed to call people without having a predefined calling list, but recipiants of these calls will still have to accept them and people can block their number from being called from the jail to avoid any more nusance. So, put money on their books and let them get a calling card. Price effectiveness is best with this new card.
